湖南外国语职业学院留学生公寓住宿承诺书

为确保留学生公寓的安全、整洁与和谐，维护正常的住宿秩序，根据中华人民共和国相关法律法规及《湖南外国语职业学院学生管理规定》、《湖南外国语职业学院留学生公寓管理办法》等规章制度，本人自愿在入住期间作出如下郑重承诺，并保证严格遵守：

第一章 总则

本人确认，在签署本承诺书前，已被要求仔细阅读并完全理解学校提供的所有住宿管理规定文件，对其中的所有条款、禁令及违规后果无任何异议。尊重并服从学校及公寓管理人员的各项管理与工作安排，包括但不限于安全检查、卫生检查、设施维修等。理解并同意，如有违反本承诺书任何条款的行为，将自愿承担相应的纪律处分、经济赔偿及法律责任。

第二章 费用与押金管理

本人承诺按时足额缴纳住宿费。缴费方式以学校通知为准（如微信、支付宝、现金等）。一次性付清全部费用。

1.如有物品损坏或丢失，愿按学校核定价格赔偿。

2.电费、热水费、等费用需本人另行通过其他指定方式支付。

第三章 住宿与房间管理

本人承诺不私自调换、转让、转租所住房间或床位，也不将其借予他人使用或允许他人留宿。一经发现，公寓管理部门有权进行处理。

1.本人负责所在房间的内部清洁卫生，并自觉维护楼层公共区域（如走廊、楼梯）的环境卫生。

2.不在公共区域堆放个人物品，否则管理人员有权视为废弃物予以清理。

3.本人承诺妥善使用和保管房间内所有设施设备（包括家具、卫浴设备等），不擅自移动、拆卸、改造或破坏。因本人使用不当或人为损坏，愿承担全部维修费用及照价赔偿。

4.严禁在房间墙壁、门窗、家具上乱涂乱画、钉钉、粘贴。严禁在非指定区域（如消防喷淋头、灯具、窗户外）悬挂物品或私自拉绳晾晒衣物。

5.男生不得进入女生宿舍，女生不得进入男生宿舍。

6.严禁向窗外抛掷任何物品，严禁在窗台外沿摆放花盆等重物。

7.公寓楼内严禁饲养任何宠物。

第四章 安全与用电管理

本人同意，公寓管理人员在发现本人持有或使用以下违禁物品时，有权当场予以没收并暂存。对于屡次违规或情节严重者，学校有权依据管理规定进行严肃处理，直至追究法律责任。

1.严禁使用大功率违章电器及危险物品，包括但不限于：电饭煲、电磁炉、微波炉、电热毯、电水壶（“热得快”）、电取暖器、电烤箱、电吹风（功率不超过800W）、酒精炉、煤油炉等烹饪器具及明火设备。

2.严禁在宿舍内存放或使用任何管制刀具，管制刀具的认定标准依照《中华人民共和国管制刀具认定标准》执行，通常包括但不限于：匕首、三棱刮刀、带有自锁装置的弹簧刀、刀尖角度小于60度的刀具，以及其他类似的单刃、双刃或多刃尖刀等。

3.严禁在宿舍内生火做饭、存放易燃、易爆、腐蚀性、有毒化学品及其他危险物品

4.严禁私拉乱接电线、从空调专用插座取电。

5.使用台灯、充电器、接线板等电器时，必须将其放置在通风、安全的桌面或地面上，严禁将其放置在床铺、蚊帐、棉被、衣物、纸箱等易燃物上或其下方。

6.严禁在房间内卧床吸烟、乱扔烟头。严禁使用蜡烛、燃烧杂物等一切明火。

第五章 公共秩序与访客管理

本人承诺自觉维护公寓楼的安静环境。不在房内和公共区域大声喧哗、播放高音量音乐或进行其他影响他人学习和休息的活动。

1.严格遵守公寓会客制度。会客时间为每日12:00至20:00。所有来访客人必须凭有效证件在前台登记，须提前添加公寓管理员微信进行个人信息报备，并经被访者同意后方可进入。

2.本人在邀请访客入内时，需至少提前24小时通过[线上系统/书面表格]向自己的辅导员完成报备，严禁留宿来访客人。

3.访客不得进入与登记房号不符的区域，并须在规定的会客时间结束前离开。

4.严禁在公寓内进行任何形式的宗教聚会、传教及其他宗教活动。

5.如因旅游、探亲、回国等原因需离校外宿，本人承诺提前向公寓管理部门报备。

第六章 严禁“黄、赌、毒”及违法行为管理

本人郑重承诺，严格遵守中华人民共和国法律法规，坚决抵制并杜绝以下一切行为。本人完全理解，此类行为是中华人民共和国法律明令禁止的严重犯罪行为，一经发现，绝无任何宽容余地，将面临最严厉的法律制裁和校级处分。

1.严禁涉“黄”（色情活动）

严禁在公寓内进行、组织、参与或提供任何形式的卖淫、嫖娼活动。

严禁制作、复制、浏览、存储、传播（包括通过网络分享）任何淫秽物品、色情影像、图片及文字资料。

严禁在公寓内任何区域进行有伤风化的行为。

2.严禁涉“赌”（赌博活动）

严禁在公寓内组织、参与任何形式的赌博活动（如打麻将赌钱、扑克牌赌钱、网络赌博等）。

严禁为赌博活动提供场所、赌具或资金。

严禁吸引、教唆他人参与赌博。

3.严禁涉“毒”（毒品活动）

严禁吸食、注射、持有、买卖、运输或制造任何种类的毒品（包括但不限于大麻、可卡因、冰毒、海洛因、摇头丸等）及国家管制的精神药品、麻醉药品。

严禁引诱、教唆、欺骗、容留他人吸食或注射毒品。

严禁持有、传播任何吸毒工具（如冰壶、针管、锡纸等）。

一旦发现涉嫌“黄、赌、毒”的行为，学校公寓管理部门将立即封锁现场，保护证据，并无条件向公安机关报告。本人将无条件配合公安机关的调查。本人完全理解并同意，由此产生的一切法律后果（包括但不限于罚款、拘留、刑事逮捕、起诉、判刑、驱逐出境等）将由中国司法机关依法判定并执行，此行为构成最严重的校规违反。学校将立即启动处分程序，处分结果包括但不限于：立即终止住宿资格、直接给予开除学籍处分、同时学校有权不再为其办理任何签证延期或居留手续，并上报上级主管部门，本人自愿承担。

第六章 检查与违约责任

本人知悉并同意，为保障公共安全，公寓管理人员或学校授权人员有权在出示证件或提前通知后，进入房间进行安全、卫生、设施检查及必要的维修工作。在紧急情况下，为保护生命财产安全，管理人员有权立即进入房间。

本人确认，如违反本承诺书任一条款：

愿接受学校的相应纪律处分，具体处分等级将根据《湖南外国语职业学院留学生公寓管理办法》相关规定及违规情节严重程度确定，包括但不限于警告、严重警告、取消住宿资格等；对由此造成的一切经济损失（包括但不限于设施维修、赔偿、清理费用等），愿承担全部赔偿责任；

如行为触犯中国法律，愿依法承担相应的法律责任；

对于严重违规或屡教不改者，学校有权不再为其办理下一学年的签证延期手续，并作退学处理。

Hunan College of Foreign Studies International Student Apartment Accommodation Commitment Letter

To ensure the safety, cleanliness, and harmony of the International Student Apartment, and to maintain normal accommodation order, in accordance with the relevant laws and regulations of the People's Republic of China, as well as institutional regulations such as the "Hunan College of Foreign Studies Student Management Regulations" and the "Hunan College of Foreign Studies International Student Apartment Management Measures," I voluntarily make the following solemn commitment during my stay and guarantee strict adherence:

Chapter 1: General Provisions

I confirm that before signing this Commitment Letter, I have been required to carefully read and fully understand all accommodation management regulation documents provided by the College. I have no objections to any of the clauses, prohibitions, or consequences for violations therein. I will respect and comply with all management and work arrangements made by the College and apartment management personnel, including but not limited to safety inspections, hygiene inspections, and facility maintenance. I understand and agree that if I violate any terms of this Commitment Letter, I will voluntarily bear corresponding disciplinary sanctions, financial compensation, and legal liability.

Chapter 2: Fees and Deposit Management

I commit to paying the accommodation fees fully and on time. The payment method shall be as notified by the College (e.g., WeChat, Alipay, cash, etc.). Fees must be paid in full, once.

If any items are damaged or lost, I am willing to compensate according to the price determined by the College.

Expenses such as electricity fees and hot water fees must be paid separately by me through other designated methods.

Chapter 3: Accommodation and Room Management

I commit not to privately exchange, transfer, sublet the assigned room or bed, nor lend it to others or allow others to stay overnight. If discovered, the Apartment Management Department has the right to take action.

I am responsible for the internal cleanliness and hygiene of my room and will consciously maintain the environmental hygiene of the public areas on my floor (such as corridors, stairways).

I will not pile personal belongings in public areas; otherwise, management personnel have the right to treat them as waste and remove them.

I commit to properly using and safeguarding all facilities and equipment within the room (including furniture, sanitary equipment, etc.), and will not move, dismantle, modify, or damage them without authorization. I will bear all repair costs and compensate for the full value for any damage due to improper use or intentional damage.

It is strictly prohibited to scribble, draw, nail, or paste on room walls, doors, windows, or furniture. It is strictly prohibited to hang items in non-designated areas (such as fire sprinkler heads, light fixtures, outside windows) or to privately string ropes for drying clothes.

Males are not allowed to enter female dormitories, and females are not allowed to enter male dormitories.

It is strictly prohibited to throw any items out of windows and to place flowerpots or other heavy objects on the exterior window ledges.

It is strictly prohibited to keep any pets within the apartment building.

Chapter 4: Safety and Electricity Management

I agree that apartment management personnel, upon discovering that I possess or am using the following prohibited items, have the right to immediately confiscate and temporarily store them. For repeat offenders or serious cases, the College has the right to deal with them seriously according to management regulations, up to pursuing legal liability.

It is strictly prohibited to use high-power违规电器 (non-compliant electrical appliances) and dangerous items, including but not limited to: rice cookers, induction cookers, microwave ovens, electric blankets, electric kettles ("hot sticks"), electric heaters, electric ovens, hair dryers (power exceeding 800W), alcohol stoves, kerosene stoves, other cooking appliances, and open flame devices.

It is strictly prohibited to store or use any controlled knives in the dormitory. The identification standards for controlled knives shall be implemented in accordance with the "People's Republic of China Controlled Knife Identification Standards," typically including but not limited to: daggers, triangular scrapers, spring-loaded knives with self-locking devices, knives with a tip angle less than 60 degrees, and other similar single-edged, double-edged, or multi-edged pointed knives.

It is strictly prohibited to light fires for cooking, or to store flammable, explosive, corrosive, toxic chemicals, and other dangerous items in the dormitory.

It is strictly prohibited to illegally connect or string electrical wires, or to draw power from dedicated air conditioning sockets.

When using electrical appliances such as desk lamps, chargers, and power strips, they must be placed on ventilated, safe desktops or floors. It is strictly prohibited to place them on beds, mosquito nets, quilts, clothing, cardboard boxes, or other flammable materials, or underneath them.

It is strictly prohibited to smoke in bed or discard cigarette butts carelessly in the room. It is strictly prohibited to use candles, burn trash, or any other open flames.

Chapter 5: Public Order and Visitor Management

I commit to consciously maintaining a quiet environment in the apartment building. I will not make loud noises, play high-volume music, or engage in other activities that disturb others' study or rest in the room or public areas.

I will strictly abide by the apartment visitation system. Visiting hours are daily from 12:00 to 20:00. All visitors must register at the front desk with valid ID, must first add the apartment administrator on WeChat to report personal information, and can only enter after obtaining the consent of the person being visited.

When inviting visitors inside, I need to report to my counselor at least 24 hours in advance via [online system/written form]. It is strictly prohibited to allow visitors to stay overnight.

Visitors must not enter areas inconsistent with the registered room number and must leave before the end of the designated visiting hours.

It is strictly prohibited to conduct any form of religious gatherings, proselytizing, or other religious activities within the apartment.

If I need to stay outside the college due to travel, visiting relatives, returning to my home country, etc., I commit to reporting this to the Apartment Management Department in advance.

Chapter 6: Strict Prohibition of "Pornography, Gambling, Drugs" and Illegal Activities Management

I solemnly commit to strictly abide by the laws and regulations of the People's Republic of China, and to resolutely resist and杜绝 (eradicate) all the following behaviors. I fully understand that such behaviors are serious criminal acts explicitly prohibited by the laws of the People's Republic of China. Once discovered, there will be absolutely no tolerance, and they will face the most severe legal sanctions and college-level disciplinary actions.

Strictly Prohibited: Involvement with "Pornography" (Obscene Activities)

It is strictly prohibited to conduct, organize, participate in, or provide any form of prostitution or whoring activities within the apartment.

It is strictly prohibited to produce, duplicate, view, store, or distribute (including sharing via the internet) any pornographic materials, obscene images, pictures, or textual materials.

It is strictly prohibited to engage in acts deemed indecent in any area of the apartment.

Strictly Prohibited: Involvement with "Gambling" (Gambling Activities)

It is strictly prohibited to organize or participate in any form of gambling activities (such as playing mahjong for money, playing cards for money, online gambling, etc.) within the apartment.

It is strictly prohibited to provide venues, gambling tools, or funds for gambling activities.

It is strictly prohibited to attract or instigate others to participate in gambling.

Strictly Prohibited: Involvement with "Drugs" (Drug Activities)

It is strictly prohibited to ingest, inject, possess, sell, traffic, transport, or manufacture any type of narcotic drugs (including but not limited to marijuana, cocaine, methamphetamine, heroin, ecstasy, etc.) or state-controlled psychotropic substances and narcotic drugs.

It is strictly prohibited to lure, instigate, deceive, or harbor others for ingesting or injecting drugs.

It is strictly prohibited to possess or distribute any drug paraphernalia (such as ice pipes, syringes, aluminum foil, etc.).

Once any activity suspected of involving "Pornography, Gambling, or Drugs" is discovered, the College Apartment Management Department will immediately seal the scene, preserve evidence, and unconditionally report it to the public security authorities. I will unconditionally cooperate with the investigation by the public security authorities. I fully understand and agree that all legal consequences arising therefrom (including but not limited to fines, detention, criminal arrest, prosecution, sentencing, deportation, etc.) shall be determined and executed by Chinese judicial authorities according to the law. Such behavior constitutes the most severe violation of college regulations. The College will immediately initiate disciplinary procedures. Disciplinary outcomes include but are not limited to: immediate termination of accommodation eligibility, direct expulsion from the College, and the College has the right to no longer handle any visa extension or residence procedures for me, and will report to higher authorities. I voluntarily bear all consequences.

Chapter 7: Inspection and Liability for Breach

I acknowledge and agree that, to ensure public safety, apartment management personnel or authorized College personnel have the right to enter the room for safety, hygiene, facility inspections, and necessary maintenance work upon showing identification or giving prior notice. In emergency situations, to protect life and property, management personnel have the right to enter the room immediately.

I confirm that if I violate any term of this Commitment Letter:

I am willing to accept corresponding disciplinary sanctions from the College. The specific level of sanction will be determined according to the relevant regulations of the "Hunan College of Foreign Studies International Student Apartment Management Measures" and the severity of the violation, including but not limited to: warning, serious warning, revocation of accommodation eligibility, etc.;

I am willing to bear full compensation liability for all economic losses caused thereby (including but not limited to facility repair costs, compensation costs, cleaning fees, etc.);

If the action violates Chinese law, I am willing to bear the corresponding legal liability according to the law;

For serious violations or repeated offenses despite advice, the College has the right to refuse to handle visa extension procedures for the next academic year and to process withdrawal/expulsion.
